It’s not the first time an ambitious Planet Coaster user has brought Star Wars into a digital theme park, but it’s certainly one of the most impressive examples. They can create any ride that they want and can choose from multiple game modes. It's an amusement park game wherein players can build a roller coaster park of their dreams. Maurice’s first two outings, a Mount Everest expedition, and a still-in-progress recreation of a lost temple inspired by the Indiana Jones films, feature similarly detailed environments and impressive engineering. Planet Coaster is a premium simulation game for PC that was made by Frontier Developments. He’s also created two other roller coaster and theme park experiences for Planet Coaster, both of which are just as lovingly detailed as the Star Wars ride.

It's not caused by the actual game, it's a bug in the Steam Client. This is an issue that currently affects all Workshop games.
Normally this file is moved to the Workshop folder once completed, but because it's corrupt Steam doesn't recognize it and it stays in the Downloads folder. All you'll be deleting is a temporary file that's stored during the download.
